The establishment of this institution has accelerated the 9-year compulsory education program launched by  the Indonesian government.  . The government is facing a variety of constraints such as economic, geographic and cultural constraint. Economic constraint is the limitations to provide a variety of school supplies; geographical constraint is the school’s distance from home is not in a walking distance; whereas cultural constraint is the existence of parents  thinking  that education is not important for  their children, children future. The success of 9-year compulsory education program should not be carried out simply by putting the regulation but should be approached comprehensively as the children’s problems are complex.

To accelerate the 9-year compulsory education program the government of Republic of Indonesia in 1989 launched Open Junior High Schools. This program soon followed by Self-reliance Open Junior High School. This is an institution of formal education that does not stand alone but it is part of the Junior Master education in carrying out the method of self-learning. The legal basis of this institution is decree of the Minister of Education and Culture of the Republic of Indonesia, Number 053/u/1996.

The existence of Self-reliance  Open Junior High School with government policies have a positive contribution not only to government programs, but more importantly giving access to the marginalized children; touching the untouchable. Most of the students are children with unfortunate background as scavengers, child labor, farmers, casual workers and builders, parker and various similar backgrounds . To date, according to the Education Department of West Java Province in 2011 the total number of Open Junior High School in West Java is 447 by the number of students 63 000, in which as many as  9984 are  Self-reliance Open Junior High School students.
